The Common Framework: Resources for Implementing Private and Secure Health Information Exchange provides the initial elements of a comprehensive approach for secure, authorized, and private health information sharing, so that patients and their authorized providers can have access to vital clinical data when and where they are needed -- imperative for providing high quality care and reducing medical errors.

The Collaborative Response
The Leading Health Care and Information Technology Groups Endorse Common Framework for Health Information Exchange to Support Improvements in Health and Healthcare
The U.S. Office of the National Coordinator for Health Information Technology (ONCHIT) within the Department of Health and Human Services issued a Request for Information (RFI) related to a "National Health Information Network" in November of 2004. Connecting for Health and 12 other leading health and information technology organizations developed a joint set of recommendations in response to that request. Download Collaborative Response
In an unprecedented joint collaboration, the 13 groups endorsed a "Common Framework" to support improved health information exchange in the United States while protecting patient privacy. The collaborating organizations have identified the vital design elements — of standards, policies, and methods — for creating a new information environment that would allow health care professionals, institutions, and individual Americans to exchange health information in order to improve patient care.
This Collaborative ONCHIT RFI Response represents a collaborative — indeed a consensus — process among hundreds of the leading contributors to the American health care system. Some have worked together for several years under the umbrella of the Connecting for Health initiative. Others have participated actively in professional and industry associations, each of which represents hundreds and thousands of members, and all chose to come together to seek common ground on this most essential strategy for modernizing and improving our health system.
